Some Management Issues Addressed
The budget similarly did not include the administration's long-awaited redefinition of what type of work is "inherently governmental" and thus off-limits to contracting out. However, it proposes to continue for a third year the moratorium on starting new contracting-out studies, which would make that issue a moot point for the meantime, and reiterates the administration's position that too much work has been sent out to contractors. It would provide funds for a 5 percent increase in acquisition staffs in most agencies and provide more training and other resources to better oversee contracts. The budget also seeks to reduce or terminate more than 100 programs, although in many cases those are grant-type programs that employ relatively few federal employees. It also seeks savings in agency operations related to travel and other overhead expenses.
